Dear Coaches,

The Patrick County All-Star Basketball Association endorsed by The Patrick County Recreation Department is pleased to announce its Sixth Annual All-star Invitational Basketball Tournament. The tournament will be held at Patrick County High and Stuart Elementary Schools in Stuart from February 19-22, 1998.

The tournament will consist of teams in the10-under (4th grade) division, a player may not have reached his 10th birthday by September 1, 1997. 11-under (5th grade) division, a player may not have reached his l1th birthday by September 1, 1997. 12-under (6th grade) division, a player may not have reached his 12th birthday by September 1, 1997. 13-under (7th grade) division, a player may not have reached his 13th birthday by September 1, 1997.

This will be a round robin format or double elimination with a championship and consolation final depending upon the number of teams entered. A schedule of events will be sent as soon as it is prepared. We will provide team trophies for the lst and 2nd place teams as well as individual trophies for the 1st place team.

Please complete the enclosed roster and return the entry fee of $100.00, birth certificates, and the roster to: Patrick County Youth Basketball, P.0- Box 404, Woolwine, VA. 24185, by February 9, 1998. Rules and Regulations

  • 1. Coaches must provide birth certificates with entry forms and current report cards for players eligible due to the grade rule. See age and grade eligibility rules.

    2.All coaches are responsible for making sure all players meet the eligibility requirements. Use of an ineligible player will result in the Team forfeiting the game.

    Any Player ejected from the game due to a flagrant foul or unsportsman like conduct is subject to tournamentsuspension.Tournament Director and Committee will make the decision.

    3. VA. High School Rules will be observed.

  • Playing Format:

    a. Quarters will consist of 7 minutes-All Divisions. 5 minutes between halves

    b. 10'rims

    c. 15' foul lines, 12 for 9-10's

    d. 1 and 1 on the 7th foul: 2 shots on 10th

    e. Regulation balls 12 & 13 Under teams, intermediate balls 11-U teams

    f. FORFEIT TIME 10 Minutes

    4 Rosters may have 15 players per team. Any exception needs to be approved by Tournament Director.

    5. All teams expected to wear numbered uniforms.

    6. When rosters are completed, the following information will be needed. Full name of each player, birthday, and age & grade.

    7. Tournament Format will be a Championship bracket with a consolation bracket or a round robin format assuring all teams of a least 2 games. Brackets will be mailed or faxed following the entry deadline (February 9) INCLUDE FAX NUMBER.

    8. There will be a hospitality room available for coaches and official. Parents, players, and managers are not allowed.

    9. Entry fee is $100.00 per team.

    *Any disagreement concerning tournament game rules or reference to any aspect of the tournament shall be settled by the tournament ethics committee whose decision shaff be final.

  • AGE RULES AND REQUIREMENTS

  • 13 and Under/7th grade - born on or after - September 1, 1984

    Exception: A player who is in the 7th grade and who was born on or after September 1, 1983 can participate in the 13: under/7th grade division.

    12 and Under/6th grade - born on or after - September 1, 1985

    Exception: A player who is in the 6th grade and who was born on or after September 1, 1984 can participate in the 12: under/6th grade division.

    11 and Under/5th grade - born on or after - September 1, 1986

    Exception: A player who is in the 5th grade and who was born on or after September 1, 1985 can participate in the 11: under/5th grade division.

    10 and Under/4th grade - born on or after - September 1, 1987

    Exception: A player who is in the 4th grade and who was born on or after September 1, 1986 can participate in the 10: under/4th grade division.

    Grade Confirmation: If a player is eligible under the grade rule, coaches must provide a current year report card along with the players birth certificate.

    NOTE: Grade level is determined by players grade on March 1, 1998.
